Housing Matters

Last Thursday and Friday I had the opportunity to attend the Housing Matters conference hosted by Housing Action Illinois, a statewide coalition formed to protect and expand the availability of quality, affordable housing throughout the state. Their annual conference is designed to bring together housing counseling agencies, homeless service providers, developers of affordable housing and policymakers. The conference was filled with valuable information and was a great opportunity for RSI to connect with the housing counselors, legal aid providers and research experts that help make our foreclosure mediation programs successful.

A few of the workshops that I attended really stood out as applicable to the foreclosure mediation work that RSI is doing. (more…)

Different Program Models Beginning to Show Different Strengths

The Illinois Attorney General’s grant for foreclosure mediation has so far resulted in five programs with five different service delivery models. This has had me, as evaluator of the programs, anxious to find out how the differences will affect program outcomes. Having just completed the first statistical report for the foreclosure mediation programs, my initial impression is that program model really does matter when it comes to many performance measures. Foreclosure Mediation Programs Reflect and Refine

Foreclosure mediation programs can now be found all over the country. Models vary widely, both in their rules and procedures and in terms of the populations they serve. Most programs were started as a response to the mortgage foreclosure crisis and some programs have been around for a number of years now. While it’s often argued that the worst of the housing crisis is behind us and that foreclosure mediation programs are no longer necessary, new studies are revealing that the need is there, that programs can be effective, and that there are lessons to be learned in terms of how programs can maximize results.

Maine is one state evaluating its foreclosure response and concluding that foreclosure mediation is having a positive impact. (more…)

Using Foreclosure Settlement Funds for Effective Mortgage Dispute Resolution

The settlement was huge. Five major banks signed an agreement with 49 Attorneys General after the AGs instigated an investigation into the foreclosure crisis and the banks’ involvement in it. The result: an unprecedented $25 billion is flowing into states over the next three years to repair the damage the foreclosure crisis has caused to infrastructure, lending and homes. The settlement agreement earmarks $2.66 billion of this money for foreclosure prevention efforts, which could include increased housing counseling availability and more robust dispute resolution programs.
